Former IAS Officer Subodh Agarwal Arrested in Rajasthan Jal Jeevan Mission Scam

Jaipur, April 10, 2026: In a major development in the ongoing Jal Jeevan Mission (JJM) corruption case in Rajasthan, the Anti-Corruption Bureau (ACB) has arrested retired IAS officer Subodh Agarwal from New Delhi. The senior bureaucrat was brought to Jaipur for further questioning as part of the investigation into alleged irregularities in the implementation of the central government’s water supply scheme.

According to officials, Agarwal had been absconding for several weeks after an arrest warrant was issued against him by a court in connection with the scam. Following a multi-state search operation, the ACB team located him in Delhi and took him into custody before bringing him to Jaipur for interrogation.

Allegations of Tender Manipulation

Investigators suspect that large-scale irregularities occurred in the tendering process of projects under the Jal Jeevan Mission, a central government scheme aimed at providing tap water connections to rural households. Authorities allege that a nexus between officials and private contractors manipulated tender rules, allowing companies to secure major contracts using forged documents and fake completion certificates.

Two firms Shri Ganpati Tubewell and Shri Shyam Tubewell Company are alleged to have secured contracts worth hundreds of crores by submitting counterfeit certificates and fabricated work records. Investigators claim the manipulation of tender conditions resulted in inflated project costs and irregular contract approvals.

Major Breakthrough in the Investigation

The arrest of Agarwal, who served as Additional Chief Secretary in the Public Health Engineering Department (PHED), is being viewed as a significant breakthrough in the case. Authorities believe his questioning may reveal further details about the alleged corruption network involved in the project.

So far, several officials and contractors have already been arrested in connection with the case, while investigators continue to track down other suspects. The Anti-Corruption Bureau has also conducted multiple raids across Rajasthan and other states as part of the probe.

The Jal Jeevan Mission was launched by the central government to provide safe drinking water through tap connections to rural households across India.
